Uganda Urges Inclusive AI Policies at Kigali Global Summit

KIGALI - Uganda has encouraged African nations to adopt technology by implementing comprehensive artificial intelligence (AI) policies that include all segments of society.

These comments were made by ICT State Minister Joyce Nabbosa Ssebugwawo during her speech at the Global AI Summit in Africa, which took place in Kigali, the capital city of Rwanda.

The two-day gathering concluded on Friday (April 4). The theme of the event was: "AI and Africa's Demographic Dividend: Redefining Economic Prospects for Africa’s Labor Force."

The conference brought together international authorities, policy makers, and technology innovators to discuss how artificial intelligence can revolutionize sectors such as healthcare, farming, schooling, and environmental issues related to climate change.

The Ugandan minister encouraged African nations to adopt comprehensive and moral strategies regarding AI as they encounter swift technological changes. She highlighted both the potential and duty associated with embracing artificial intelligence.

In this age of swift technological transformation, AI has the potential to transform sectors, enhance efficiency, and elevate living standards for countless individuals," stated Ssebugwawo. "However, we need to make sure these advancements uplift every community—both urban and rural, affluent and underprivileged. Fairness should lead progress.

She highlighted the importance of developing strategies that equally weigh technological advancement against social inclusiveness and urged for joint initiatives between African countries and international partners.

Artificial intelligence doesn't acknowledge boundaries. The algorithm remains indifferent to which flag you wave.

“However, we must have deep concern for the individuals represented by the data. Let’s collaborate—exchanging optimal procedures, standardizing regulatory guidelines, and collectively addressing challenges such as climate change and public health.”

We are molding the future

Ssebugwago disclosed that Uganda is nearing completion on formulating a National AI Strategy, which aligns with the nation's five-year Digital Transformation Roadmap.

This approach heavily stresses the importance of digital infrastructure, cybersecurity, data privacy, digital skills development, innovation, and entrepreneurship—thus establishing a foundation for the inclusive and ethical integration of artificial intelligence.

“Preparing for the future isn’t our only task; we’re also actively molding it,” stated Ssebugwawo.

Our approach is based on the conviction that locally developed innovations, supported by robust policies and collaborations, have the potential to improve livelihoods and foster broad-based economic development.

The Kigali Summit featured AI-driven solutions tailored to Africa’s unique challenges, such as machine learning tools in agriculture, data-powered diagnostics in remote health centres, and AI applications in education access.

Ssebugwawo’s address was applauded for highlighting ethical innovation and international cooperation.
